Complicating the I.R.S.’s duties has been a surge in attempted refund fraud and identity theft among the 141 million returns filed in 2011.
So there is an expanding workload from these new applicants for tax-exempt status and cuts in funds created a delays everywhere ... and filibusters on leadership ... there is plenty of blame to go around .... but this is not political -- no matter how many times the GOP says it is.
